Intelligence once felt like magic. In March 2026, it is starting to look more like a valuable commodity.

AI systems generate insight, shape targeting, produce forecasts, assist investigations, and turn unstructured material into operational judgement. That makes them valuable. It also places the systems that generate and move insight inside the security boundary.

The risk is not only that sensitive data enters a model.

It is that the model’s questions, outputs, access patterns, and generated intelligence become valuable in themselves.

Why query governance matters

Traditional data governance asks: what information is stored, processed, and shared?

AI governance has to add another layer: what people submit, who is authorised to submit it, what the model returns, and how the output is operationalised.

A prompt can reveal strategy. A query pattern can expose priorities. A model output can become the basis for action. A sequence of interactions can extract capability, behaviour, or proprietary judgement.

This is why frontier AI use should not be treated solely as a productivity channel.

It is also a potential channel for intelligence exposure.

Use this checklist before AI-generated insight is trusted in a high-consequence decision. Test what is being asked, who can ask it, where the output goes, who acts on it, and what decision trail remains.

Ask which AI-generated outputs are now trusted in operational decisions.

Sign-off rule

Who can generate them, where do they go, who acts on them, and what evidence remains of how they influenced the decision?

If the answer is unclear, intelligence is already becoming infrastructure without being governed like infrastructure.
